Works on all layers in your drawing, except xref layers.

Frequent contributor Leland Leahy brings us another routine this month. This one allows you to thaw and turn on all layers in the drawing, except xref layers. If this is something you do frequently, then this routine will save you time as compared with going through the layer manager. Load the LISP file, then run the command LOCALCALL. That is all there is to it; as soon as you run the command, all local (non-xref) layers are thawed and turned on.
